If, suddenly, the newspaper doesn`t publish a bill, by misunderstanding, then it won`t come into force, and mess and lawlessness will come.
However, the whole our life rests upon laws. Any aspect of it and any situation are adjusted by legislation. For example, if your neighbor makes so much noise after midnight, then the legislation will keep him in check. The state – it`s the way of life.
