Parliamentary Journalism in Sholokhov Moscow State University for the Humanities

Do you know in what way and in what succession are the laws assumed in our country and when do they come into force?
We do, the students of the faculty of journalism, and now we perfectly know that the legislative authority in Russian Federation – it`s the Federal Assembly. It has two chambers – The State Dumah and The federal Council. The first one debates the draft bills, getting in there somehow. It`s a very difficult procedure, which has several readings. If the draft bill is approved by the State Dumah, then it comes to the Federal Council, who can reject it, but the most often it`s approved. After that it comes to the president`s table to be signed. And then, when it`s signed, it rests the last step for the bill, until coming into force. This is a step on the page of the special mass media — “The Parliamentary newspaper”. If, suddenly, the newspaper doesn`t publish a bill, by misunderstanding, then it won`t come into force, and mess and lawlessness will come.
However, the whole our life rests upon laws. Any aspect of it and any situation are adjusted by legislation. For example, if your neighbor makes so much noise after midnight, then the legislation will keep him in check. The state – it`s the way of life.
Some visitors came to our faculty of journalism because of this very edition.
They proved our suggestions concerning the post of the second person in the country. The second person – is not at all the prime-minister, as we have thought earlier. He is the chairman of the Federal Council that is of the Upper Chamber of the Federal Assembly. These days he is Sergey Mihailovich Mironov. The third person – is the prime-minister Vladimir Putin. Of course, it`s just nominally.
They approved our suppositions concerning the journalist`s work: it`s neither great and nor missionary, — it`s just work with its own nuances. While a term “the independent journalism” — doesn’t exist at all.
A journalist has always such a great quantity of information, that he isn`t able and mustn`t digest it. His task is – to process, to give out a product and to forget it. And if some time ago you wrote something about biology, when you will write about energetic, biology will vanish from your memory.
It`s not important to have a diploma for work. We also knew this. But the responsible secretary, graduated from the faculty of journalism of — Moscow State University, sees the sense of the journalistic education in corporative solidarity, mixing into party. For instance, if the graduating students from the faculty of journalism, the faculty of computing mathematics — and from the Professional Technical College will apply for getting a job at the same time, the graduating student from the faculty of journalism will be the first to be given an interview. But there is a question – who will be employed? It`s quite possible, that it will be the last one.
However, it`s only details. The most important thing – is that now we know where you can read something about the new laws and its amendments. And yet, we know who writes about it.
