FORMATION OF THE LEADING UNIVERSITY IN EDUCATION AND YOUTH ACTIVITIES BY AN INTEGRATION OF THE MOSCOW STATE PEDOGOGICAL UNIVERSITY AND THE SHOLOKHOV MOSCOW STATE UNIVERSITY FOR THE HUMANITIES»>THE FORMATION OF THE LEADING UNIVERSITY IN EDUCATION AND YOUTH ACTIVITIES BY AN INTEGRATION OF THE MOSCOW STATE PEDOGOGICAL UNIVERSITY AND THE SHOLOKHOV MOSCOW STATE UNIVERSITY FOR THE HUMANITIES

AN ADRESS OF THE ACADEMIC COUNCIL AND SHOLOKHOV MOSCOW STATE UNIVERSITY FOR THE HUMANITIES ADMINISTRATION TO D.V. LIVANOV, THE MINISTER OF EDUCATION AND SCIENCE.

Dear M.Livanov,

In the modern world the development of the national educational system, the diffusion of modern technologies and youth activities represent the important factor of the economical and political welfare of the country and the impact of our country at the international level.

The actual trends in the world’s educational system (globalization of the market of education, development of technologies of e-learning, such new players in the market as corporate universities, educational corporations and hyperaccessibility of the information and increasing mass media and Internet influence in the educational process and so on) form a fundamentally new environment for the development of the Russian educational system and demand its accelerated adaptation to the new situation and new challenges.

In this regard, it would be important to establish the research university in Russia, whose mission would be active research, experimental and innovative activities in the field of education and technological work with young people. Moreover, such university should become a provider of unique educational programs in these areas not only for the nationwide level, but also for the international level, that would make it as a conductor of — Russian «soft power» in other countries.

Taking into consideration the specific characteristics of its mission, it would be more advisable to establish such kind of the research university in Moscow. The university could be built on the basis of the integration of Moscow State Pedagogical University and Sholokhov Moscow State University for Humanities.

The analysis of monitoring’s results of the effectiveness of 2014 institutes of higher education shows both the mutual supplementation of its potentials in some areas and the presence of common problems that can be solved by combining and optimizing its activities.

Union is the challenge of time

The most important up-to-date subject discussed in Sholokhov Moscow State University for the Humanities is the union of faculties. SMSUH chancellor Vladimir Dmitrievich Nechaev told us about the goals of university reforms.

Economic stability

Vladimir Dmitrievich, what are the reasons of university reforms?

The first reason of university departments enlargement is the competitive ability on the market. Struggle for students, for financial resources devoted to make university facilities, for increase in professors wages and for the best professors represents difficult task. The experience has shown that if you want to compete on the modern market, you should be large and strong. This is one of the reasons why large multifunctional institutes and schools are created in universities structures. The financial stability of university increases if it has multitude of educational programs. One year could become remarkable for great demand on philological educational program, another for the demand on journalistic or historic program, etc. But if this department is specialized on the concrete subject, the viability of the whole faculty will be at risk in «unlucky year».

Wide range of possibilities

The key idea of large institutes is the idea of wide range of possibilities, when, along with courses obligatory for attending, everyone can make his own choice of subjects for his professional and life paths. In view of economical reasons it is almost impossible within one faculty. If small groups are divided into subgroups it will become economically impractical. Within one institute with related specialties we can provide the possibility of real choice of courses and practice. For example, journalist can chose the course of foreign language (if his future job demands it) and it will be included in his educational program. As a consequence, we make educational scheme according to students interests. We also take into an account the location of departments: it is clear that you will not go from the university building of one part of Moscow to another in order to attend elective course and after return to the first one. Institutes locations in concrete buildings will provide the possibility for realization of these reforms.

Personal development of professors

You told us about advantages for students, Vladimir Dmitrievich. What are the changes for professors?

We do not plan any great changes in the instruction order or in the wage system. In view of possibilities, I think many things depend on the professor. We create enough wide structures for the development of professors. By the help of constructive communication and exchange within institute you could make courses which would be interesting not only for concrete educational program, but for wider specialization. And, of course, it is important to develop in professional way for it.

«AIMING TO WIN, GET TO THE HIGHEST PEAKS, TOUCH THE STARS AND BE HAPPY!»

The Olympic Winter Games which was recently held in Sochi demonstrated once again the superiority of the Russian school of figure skating. The triumphant performance of the Russian team in this kind of sport brought into our country’s treasure 5 medals, three of which of the highest dignity. A great contribution was made by two pairs: Tatiana Volosozhar — Maksim Trankov and Ksenia Stolbova — Fedor Klimov. They won the gold medal in the team competition and the gold and the silver medal in the individual couples competition. (By the way, Maksim Trankov is the graduate of our University).

These outstanding sportsmen are trained by Nina Mikhaylovna MOSER, the honoured coach of the Russian Federation, the assistant professor of physical education of Sholokhov Moscow State University for the Humanities.

Last week, she celebrated her birthday. We have come to her training with congratulations and questions about past events.

The whole country cheered for you. How was it — to represent Russia at the international level?

Exciting, of course. It’s nice, especially when you realize that the sportsmen are ready to show good results, to win medals. When you are completing your job, you feel double happy.

Do you have to work with ordinary students?

With ordinary students? -They are all ordinary students. The sportsmen aren’t ordinary and students are ordinary.

What is the difference between a student and a student, who will become a champion in future?

It is probably an ability to be economical of time, to schedule wisely, it is a discipline.

Do sport and competitive hardening help to achieve success in others spheres but sport?

Sure. -Our performances and sporting achievements provide a certain impetus and an incentive as well as desires to win appear not only at an athletic field but in everyday life. —

Do your pupils have «star fever»? If the answer is yes, than what is remedy?

It seems that any person, who crested, changes. I often hear rumors about me starting to suffer from the same disease. Sometimes there are situations, when you don`t have enough time to have a conversation, to smile and to devote time to somebody. But those situations have no relations to the «star fever», they take place because of the lack of time. A question about the nature of the «star fever» should be posed to people who suffer from it. My sportsmen haven`t changed their attitude towards me, they remained the same. We have a nice climate within our team and it`s difficult for me to judge what they are like in another life.

What values that you gained during your studentship are helping you now?

It is discipline again. I was an A pupil and remained the same to the backbone. I want everything to be perfect.

SMSUH rector Vladimir Dmitrievich Nechaev compared notes about what he saw on all-Russian educational forum with readers of the magazine “Our young people”,told about his love to “Seliger” and shared his plans for future.

Tell us about your first impression.

Youth forum “Seliger” is an interesting and very important event. Honestly speaking, I like it very much. A lot of different ideas and projects are carried out here. But the main thing is that here you can talk to young people adultly and as an equal.

For me “Seliger” is also new technologies of educational process. Today technologies and programs are successfully used, and here many of them were first probed.

Could you, as an old hand of “Seliger”, mention the innovations of this year?

I’m present at “Seliger” not for the first time. My first visit was in 2005 so now I can say surely that “Seliger” isn’t at a stop, it changes constantly. Today I’ve ascertained it one more time. In 2013 a lot of really cool ideas were carried out, such as new educational and entertainment venues, forum’s design and, of course, participants’ way of life.

On your own opinion, which objectives are pursued by SMSUH students at this forum?

I think that we need to ask students about this. But I’m sure that they aim to learn as much new information as possible, to meet a lot of interesting people such as writers, politicians, actors, journalists. Here it is real to do! All of them are very bright and amazing people. I hope our students don’t waste time and try to adopt from these people as much as possible.

Will SMSUH take part in “Seliger” next year?

I hope that our university will active take part in Seliger’s development. “Seliger” is always a challenge, it’s very important for — us to take up it and cope with it.

Who and how determines quantity of students for “Seliger”?

First of all it depends on students, their desire to take part in “Seliger”. For our part, we do our best for our students’ participation.

Sholokhov Moscow State University for the Humanities in 3 years – Let it be so!

This year SMSUH -has won the project of the University strategic development state support. The three-year development programme of the University includes 26 projects. What kind of programme is it? What are the projects aimed at? How will the University change in 3 years?

Vladimir Dmitrievich Nechaev, rector of SMSUH, Doctor of Politics answered these and other questions.

Background. The 1990s’ model of «overall higher education»

In the 1990s, there was a rather specific model of higher education in Russia: the state could not provide the adequate financing of educational institutions, including the institutions of higher education, though the state gave universities a lot of low-paid state-funded places and allowed to enroll un-budgetary students in return.

The authorities acted this way not only to keep many universities afloat in the absence of state funding, but also to engage numerous young people who finished school in the 90s, those were generations born in the late 70’s and mid 80’s. Meanwhile work positions ran short in a recession of the 90s.

The model called overall higher education was formed this way in Russia. At present, Russia ranks second in the number of students per thousand people in this age group after the United States. However, in the U.S. it is due to the relatively high level of public or private funding of universities and, accordingly, to the high quality of education.

What important happened in 2010 and why is 2011 so important for SMSUH? What was realized and what must be achieved from that aims which there are in strategy of university development?
V. D. Nechaev, Sholokhov MSUH rector, doctor of Politics answers these and other questions.
It is truth that 2010 was successful for us. SMSUH was one of hundred of the best Russian universities and one of twenty-five of the best Moscow universities on average points of — Universal State Exam which university entrants had. Good and clever university entrants believed in us. I think it is one of the most important achievements in 2010. University entrants are coming not only from Moscow and Moscow region but also from other Russian regions and from abroad. For example, there was only 6% university entrants not from Moscow in 2009 but in 2010 there was 36% such university entrants. Besides we are now receiving a hostel and give it mainly to masters and postgraduates. Therefore, they have consciously chosen this university.
